That should be LGPLv3+ and MIT. Upstream changed the license as they use fragments of GTK code.

On a side note: I've noticed that /usr/share/gnome-background-properties/desktop-backgrounds-basic.xml from desktop-backgrounds-basic lists some non-existent files, but that's been broken for a while and does not block this update.
As I mentioned on devel@ and just confirmed, desktop-backgrounds-compat now contains nothing but broken links.
This includes symlink /usr/share/backgrounds/default.png referenced by sddm, lxdm, ligthdm-gtk, slick-greeter and a few more packages.

Yep, same here. f30 and f31 module builds pulled some of the packages from previous rawhide build:
